Headcount Planning Playbook
A seven-stage framework for People leaders and leadership teams to plan headcount under uncertainty: scenarios, objectives, current state, hiring needs, budget, rolling forecasts, and communication.
Welcome
Headcount planning is where growth ambition meets reality. This playbook helps you prepare multiple paths, align with finance and leadership early, and keep a plan you can adjust every quarter without starting from scratch.
Work through seven stages from growth scenarios to communication and collaboration. Each stage includes Open Org guidance, key activities, and a checklist to adapt for your planning cycle.
When you are ready to adapt this for your context, use Build a headcount plan with AI at the bottom of the page. Open Org Workspace AI will ask about your stage, scenarios, and budget cycle, then draft a practical plan you can export or paste into Notion.
About this playbook
Who it is for
People leaders, Chiefs of Staff, and finance partners who need a shared language for how many people to hire, when, and why, across conservative, moderate, and aggressive growth paths.
What it is
A step-by-step compass for workforce planning: not a spreadsheet template, but the decisions and rituals that make a headcount model trustworthy.
What it is not
A headcount approval form or a one-off budget exercise. It assumes you revisit the plan quarterly and communicate the why, not just the numbers.
Seven stages
Jump to a stage or work through them in order. Pair with the Org Design Cookbook for published headcount philosophy examples.
Define growth scenarios
Outline 2-3 paths so you can plan for uncertainty.
Align business objectives
Tie headcount to what the business is trying to achieve.
Analyse current workforce
Understand what you already have before you ask for more.
Determine headcount needs
Estimate roles by scenario, timing, and hiring reality.
Align with budget
Balance ambition with what the company can afford.
Create a flexible plan
Use a rolling forecast you can adjust quarterly.
Communicate and collaborate
Share the why and involve the org in the plan.
Stage 1 of 7
Define growth scenarios
Outline 2-3 paths so you can plan for uncertainty.
Key activities
- Draft conservative, moderate, and aggressive scenario one-pagers
- List assumptions and leading indicators for each path
- Agree with leadership what would trigger a scenario change
Checklist for this section
- Three scenarios documented with names leadership recognises
- Assumptions explicit (not buried in spreadsheet tabs)
- Trigger metrics agreed (e.g. runway, ARR band, product milestone)
Stage 2 of 7
Align business objectives
Tie headcount to what the business is trying to achieve.
Key activities
- Map objectives to each growth scenario
- Facilitate leadership alignment on top 3-5 priorities for the planning horizon
- Capture what is explicitly not a priority (protects against scope creep hires)
Checklist for this section
- Objectives documented per scenario
- Leadership sign-off on priority stack rank
- Clear "not doing" list shared with People and finance
Stage 3 of 7
Analyse current workforce
Understand what you already have before you ask for more.
Key activities
- Refresh org chart and role definitions (even if lightweight)
- Review skills and capacity by function (include attrition risk)
- Identify gaps that block growth vs gaps that need hiring
Checklist for this section
- Current structure and headcount by team documented
- Capacity pain points named with evidence (backlog, SLA misses, burnout signals)
- Non-hire fixes considered (process, AI leverage, internal moves)
Stage 4 of 7
Determine headcount needs
Estimate roles by scenario, timing, and hiring reality.
Key activities
- Build role lists per scenario (title, level, team, start quarter)
- Tag hires as immediate vs future and backfill vs net new
- Apply realistic time-to-hire and ramp assumptions by function
Checklist for this section
- Role list complete for all three scenarios
- Hiring timeline reflects recruiting capacity, not wishful thinking
- Dependencies noted (e.g. manager hire before ICs)
Stage 5 of 7
Align with budget
Balance ambition with what the company can afford.
Key activities
- Calculate fully loaded cost per scenario (salary, tax, benefits, equipment)
- Compare scenarios to approved budget and runway targets
- Document trade-offs leadership must choose between
Checklist for this section
- Finance partner engaged before final headcount ask
- Costs shown per scenario, not a single mystery number
- Decision record: which scenario is the operating plan vs stretch
Stage 6 of 7
Create a flexible plan
Use a rolling forecast you can adjust quarterly.
Key activities
- Set quarterly rolling headcount forecast cadence
- Define guardrails to accelerate or pause hiring
- Reconcile open reqs and offers against the active scenario monthly
Checklist for this section
- Quarterly review date on the calendar with finance and leadership
- Triggers linked to scenario switches documented
- Open reqs mapped to scenario and priority tier
Stage 7 of 7
Communicate and collaborate
Share the why and involve the org in the plan.
Key activities
- Prepare leadership narrative: scenarios, chosen path, and trade-offs
- Brief managers on hiring priorities and timing expectations
- Establish cross-functional check-ins (Product, Eng, GTM, Finance) on workforce plan
Checklist for this section
- Why behind headcount choices documented for leadership
- Managers know their tier and timing for approved roles
- Feedback loop for changing business conditions (not set-and-forget)
